National Mine Safety Administration Holds National Video Conference on Mine Safety Risk Monitoring, Early Warning and Management

On February 17, the State Administration of Mine Safety Supervision held a national video conference on mine safety risk monitoring and early warning. The meeting earnestly studied and implemented General Secretary Xi Jinping’s important instructions on work safety, reviewed and summarized the experience and achievements of mine safety risk monitoring and early warning over the past three years, analyzed problems and gaps, and deployed the construction and application of the “One-Network” for National Mine Safety Risk Monitoring and Early Warning to enhance regulatory and supervision efficiency. The meeting also briefed on risk monitoring, early warning analysis, and the networking of mine safety perception data. Zhou Dechang, Member of the Party Leadership Group and Deputy Director of the State Administration of Mine Safety Supervision, attended the meeting and delivered a speech.
The meeting pointed out that in recent years, with the strong support of all regions, departments, and mining enterprises, the State Administration of Mine Safety Supervision has continuously advanced mine safety risk monitoring and early warning. Standards and norms have been increasingly improved, system construction has been continuously expanded and deepened, and data networking has been solidly promoted. The transformation from scratch in system construction, analysis and judgment, and remote law enforcement has been achieved, providing new means for preventing and defusing risks in advance and cracking down on illegal activities. It has played an important role in preventing major and extraordinarily serious accidents, improving the efficiency of regulatory and supervision law enforcement, and promoting high-quality development of mine safety.
The meeting emphasized the need to thoroughly implement General Secretary Xi Jinping’s important instructions on work safety and fully recognize the significance of risk monitoring and early warning. A “retrospective review” should be conducted on major safety risks notified at the meeting to identify causes and take measures to resolve them. A long-term mechanism for early warning response and disposal should be established and improved, with responsibilities for early warning, verification, and disposal assigned to regulatory authorities and mining enterprises to achieve closed-loop management. Risk analysis and judgment should be strengthened, with correlation, logical, and comparative analysis of various data enhanced, and illegal acts such as hidden working faces and falsified monitoring data severely cracked down on. Enterprise-related inspections and law enforcement should be standardized, with remote and precise law enforcement vigorously promoted to transform law enforcement models and improve efficiency. Data networking should be strengthened, system construction and application accelerated, and intelligent early warning functions developed to effectively 提升 mine safety risk monitoring and early warning capabilities, and vigorously promote the transformation of mine safety governance to proactive prevention中国政府网.
Responsible officials from various departments of the State Administration of Mine Safety Supervision, and relevant responsible persons from the Information Institute of the Ministry of Emergency Management, China Academy of Safety Science and Technology, and the Big Data Center of the Ministry of Emergency Management attended the meeting at the main venue.
