National On-site Promotion Meeting on Coal Mine Gas Control
Recently, the State Administration of Mine Safety Supervision organized the National On-site Promotion Meeting on Coal Mine Gas Control in Huaibei City, Anhui Province. Zhou Dechang, Member of the Party Leadership Group and Deputy Director of the State Administration of Mine Safety Supervision, attended the meeting and delivered a speech.
The meeting pointed out that in recent years, thanks to the joint efforts of all regions, relevant departments and mining enterprises, China has achieved historic progress in coal mine gas control. The concept of gas control has been continuously deepened, technological equipment has been upgraded rapidly, the gas control management system has been further improved, and coal mine gas accidents have dropped significantly. However, the current situation facing coal mine gas control remains severe and complex. Problems such as mismatch between gas control capacity and disaster severity, false, concealed, rough and superficial on-site management, insufficient talent team construction, and urgent need to break through technical bottlenecks in gas control still exist, making coal mine gas control a long and arduous task.
The meeting emphasized that it is necessary to thoroughly study and implement General Secretary Xi Jinping's important expositions and instructions on work safety, put the control of major disasters such as gas in a more prominent position, and comprehensively, scientifically and normally enhance gas control capacity and level in accordance with the 20-character work system for gas control—"Reliable ventilation, qualified gas drainage, precise outburst prevention, effective monitoring, and sound management".
Key Work Requirements
Focus on regional proactive governance: Unswervingly mine protective layers, implement underground advanced pre-drainage according to local conditions, and promote surface well gas drainage based on actual situations.
Strive for precise outburst prevention: Ensure accurate determination of gas parameters, precise formulation of control plans, thorough implementation of control measures, and prompt disposal of outburst warnings.
Learn and promote advanced and mature experience: Adopt advanced technologies, apply new equipment, and drive the development of informatization, automation and intelligence.
Strengthen scientific and technological research: Conduct in-depth research on disaster-causing mechanisms and engineering tests for deep mining, tackle key technologies for outburst prevention, and promote the application of artificial intelligence.
Enhance responsibility implementation: Severely crack down on four types of fraud, including falsification of basic gas parameter measurement; rectify chaos such as enterprises illegally setting up hidden working faces; and correct problems such as enterprises prioritizing production over safety and unclear responsibility systems.
Improve the quality and efficiency of supervision and inspection: Enhance the precision of law enforcement, strengthen risk early warning and disposal, seriously investigate and handle accidents, and intensify guidance and services, so as to strive for a new level of gas control.
