On October 24, the Party Group of the State Administration of Mine Safety held a meeting to convey, study and implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), and deliberate on measures for implementation.

The meeting emphasized that the Fourth Plenary Session of the 20th CPC Central Committee is an important meeting of overall significance convened at a critical juncture in the new journey of building a modern socialist country in all respects. It carries great strategic importance in building on past achievements and forging ahead into the future. General Secretary Xi Jinping’s important speech at the plenary session and the Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development adopted at the session fully affirm the work of the Political Bureau of the CPC Central Committee since the Third Plenary Session of the 20th CPC Central Committee. They accurately grasp the historical position of the cause of the Party and the country during the 15th Five-Year Plan period, conduct an in-depth analysis of the profound and complex changes facing China’s development environment, and provide top-level design and strategic planning for development in the next five years, pointing out the direction and providing fundamental guidance for mine safety work.

The meeting pointed out that since the 14th Five-Year Plan period, China’s economic, scientific and technological strength, and composite national strength have reached new heights, and new major achievements have been made in the cause of the Party and the country. This is fundamentally attributable to the leadership of the CPC Central Committee with Comrade Xi Jinping at its core and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The entire system must deeply understand the decisive significance of the “Two Affirmations,” resolutely implement the “Two Upholds,” unswervingly implement the guiding principles of the plenary session, gain a deeper understanding of the great significance of promoting high-quality development of mine safety, and make due contributions to comprehensively advancing the building of a great modern country and national rejuvenation through Chinese modernization.

The meeting stressed that studying and implementing the guiding principles of the plenary session is a major political task for the present and a period to come. We must comprehensively strengthen study, publicity and implementation, deeply grasp the essence of the spirit and accurately understand its core tenets, ensure that the guiding principles of the plenary session reach the frontline and cover all officials and employees, and truly unify thinking and actions with the decisions and arrangements of the CPC Central Committee. We must accurately grasp the principles and directions, deeply understand the strategic planning and unified deployment of the plenary session, overcome difficulties, tackle risks and meet challenges with a proactive historical spirit, and comprehensively improve the quality and effectiveness of mine safety supervision. We must precisely refine goals and tasks, anchor the main objectives and 12 key tasks for the 15th Five-Year Plan period set by the plenary session, think deeply, plan ahead and take proactive actions, and spare no effort to promote the transformation of the mine safety governance model to prevention in advance. We must scientifically plan the formulation of the 15th Five-Year Plan for mine work safety, taking the scientific judgment of the work safety situation and clear requirements for work safety work set forth in the plenary session as the fundamental guidelines for plan formulation. We must continue to strengthen Party leadership, improve the working mechanism for deep integration of Party building and business operations, and continuously advance full and strict governance over the Party.
