On the afternoon of April 17, Chen Tianbao, Chairman of Temaspec, was invited to attend the Symposium for Private Entrepreneurs held by the CPC Huainan Municipal Committee and the Municipal People’s Government.

At the meeting, Ren Zefeng, Secretary of the CPC Huainan Municipal Committee, emphasized the need to thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches on private enterprises. He stressed that entrepreneurs should be treated as family members, and enterprise affairs should be taken as one’s own responsibility. Measures including valuing, supporting, fostering, caring for, and protecting businesses must be earnestly implemented to promote the development of the private economy and support Huainan’s high-quality development.

Leaders present at the meeting included Chen Rujiang, Director of the Standing Committee of the Huainan Municipal People’s Congress, Cai Yihua, Chairman of the CPPCC Huainan Municipal Committee, and Shi Zhiyuan, Deputy Secretary of the CPC Huainan Municipal Committee. The symposium was presided over by Wuji Ahamaiti Tuerxun, Member of the Standing Committee of the CPC Huainan Municipal Committee and Minister of the United Front Work Department.

At the meeting, the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Private Enterprises was conveyed and studied. The Huainan Municipal Federation of Industry and Commerce, the Municipal Bureau of Industry and Information Technology, and the Municipal Bureau of Human Resources and Social Security reported on relevant work. Heads of eight private enterprises, including the Huainan Chamber of Commerce in Hefei, Anhui Tangxing Equipment, Anhui Jixingyuan, Huainan Jiankun Pharmaceutical, Temaspec, Xinhua Medical Group, Anhui Puhua Big Data, and Huainan Xindongchen Holdings Group, delivered speeches.

Ren Zefeng listened carefully to each entrepreneur’s speech, engaged in interactive exchanges from time to time, and responded promptly to enterprises’ demands. He required relevant departments to carefully sort out and fully absorb these demands, work out solutions to the prominent problems raised, and follow up on implementation to ensure that every matter is addressed and every issue receives a reply. Ren Zefeng pointed out that in recent years, the Municipal Party Committee and Municipal Government have thoroughly implemented the decisions and arrangements of the CPC Central Committee and the work requirements of the Provincial Party Committee, and have always taken developing the private economy as an important starting point for realizing the transformation of old and new growth drivers and promoting high-quality economic development. As a result, the private economy has maintained a sound momentum of development. He urged all private entrepreneurs to maintain strategic resolve, strengthen confidence in victory, and seize the initiative and win the future by grasping development opportunities.

Ren Zefeng put forward specific requirements for promoting the development and growth of the city’s private economy. He emphasized that efforts should be made to ensure the full implementation of enterprise-benefiting policies. This involves sorting out policies, providing on-site services, proactive guidance, and precise matching. Treating “enjoyment without application” and “enjoyment upon application” as important means to improve government service efficiency, we will ensure that all eligible enterprises fully benefit from the policies and that enterprise-benefiting funds are directly disbursed with one click. We will strive to optimize the scientific and technological innovation ecosystem, support private enterprises in jointly building innovation carriers with universities and research institutes, conduct joint research on key core technologies, comprehensively enhance their independent innovation capabilities, and cultivate a number of private enterprises with strong R&D capabilities, high technical levels, a concentration of scientific and technological talents, and the ability to develop core technological products.

Ren Zefeng noted that efforts should be made to protect the legitimate rights and interests of enterprises. We will strictly implement the Guidelines for Regulating Administrative Inspections Involving Enterprises in Anhui Province, further advance the reform of “one comprehensive inspection” for regulatory law enforcement, and strictly enforce the negative list system for market access. This will ensure that private enterprises enjoy fair treatment in market access, administrative approval, bidding, and other aspects. We will wholeheartedly help enterprises overcome difficulties by further improving the normalized factor guarantee mechanism, and carrying out regular activities such as municipal leaders’ contact and assistance for “municipal-level team” industrial enterprises, the “Large-scale Visit to Ten Thousand Private Enterprises,” and the “Government-Enterprise Roundtable on Key Issues”. We will provide practical support to private enterprises by solving real problems. We will firmly hold the bottom line of work safety. Private entrepreneurs should continue to increase investment in work safety, identify and solve problems in a timely manner, earnestly implement safety measures in every link, every post, and every employee, and promote a steady and positive trend in the city’s work safety situation.

Ren Zefeng stressed that the private economy and private entrepreneurs are an irreplaceable and important force for Huainan’s development. The Municipal Party Committee and Municipal Government will continue to foster a strong atmosphere of valuing and respecting businesses, strive to be a shade tree, an umbrella, and a bridge for private enterprises, so that private entrepreneurs enjoy honor politically, status socially, benefits economically, and achievements in their careers.
